I have used Arakne directory to promote various SME's for a number of years. I have found the traffic levels generated from here are decent considering it is a free resource.

I just went to this directory and I like the way it was put together. When I clicked on the site link, I was immediately taken to the site page and it loaded fast. Their instructions with regards to submission are very clear.

A basic looking directory that has been around for a long time. The directory lists Google's PR for each listed website, but appears to be based on the data retrieved when a submission has been approved and as such for many websites this is incorrect. Other than this small flaw the directory is in good shape with quality listings and a clear category structure.
