To learn techniques and pick up some tips and tricks, the Digital Photography School - run by Darren Rowse of Problogger fame - is an absolute gem with a comprehensive collection of tutorials from beginner to advanced, though predominantly concentrating somewhere in between the two.
If you prefer to have a hardcopy ready-at-hand complete with all the best tips whilst you are traveling remotely and don't have access to the internet or your favourite wi-fi gadget then I can personally recommend Scott Kelby's Digital Photography Books Volumes 1 through 3 (Amazon bestsellers). They are suitable for beginners up and Scott Kelby is the President of the NAPP, the National Association of Photoshop Professionals, so his expertise and knowledge in the photography field is proven.
